The meeting took place in San Juan, Puerto Rico, the southernmost point in the United States.  There were 49 states represented and for the first time Puerto Rico was formally admitted into the CRNC.  The meeting was presided over by the CRNC Chair, Alex Smith.

Among the leaders was Matthew Walker, Chairman from Wisconsin and the son of two term Governor Scott Walker.
